 Double Background Image

I have been asked to redo a website which will be used for a Vietnam Veterans Appreciation Day and Sock Hop event.

All is going well in creating the basic layout until I tried testing it in IE9. Everything renders exactly as expected in Firefox, Safari, Opera and Chrome. But good old IE is a continuing headache.

I am using Dreamweaver CS5.5, and using HTML5 with CSS style file.

IE shows only the body background color and ignores my double images completely.

So, my question is there a hack I should use?

I did a validation with WC3 and it came back with no errors, so I guess I'm missing something.

This is my CSS for the banner double image across the top of the web page (sorry don't have a site up to look at):
